What is this pipe on the exterior of my house for?

It has a hood cover, and is completley loose! I noticed that the whole pipe can be pulled free from the circular hole, and that the housing have actually stuffed it with Morrisons carrier bags and other litter -

It is about 10 inches in diameter, and seems to have no purpose at all, what is it? And should it be blocked like the council have done to it? And should it be at least fixed into the wall instead of just put in a hole and left by the council??

I can take a few pics if someone might be able to help tell me what it is for and if i should complain to get it fixed.

    Pipe swivelled round showing morrisons carrier bag shoved in it, would not have noticed if the pipe was fixed in the wall (probably why they did it)

    Hole in the wall with more crap shoved inside it, whatever its for it is blocked up totally.

    looks like a circular vent.
    fairly rare them. esp that size.

    My TV and living room - thats what is puzzling me, i don't know why its there - could it be something to do with previous tenant having a coal fire installed and its a vent for ventilation?

    The pipe is 100mm dia (105 O/D) and is fixed about 300mm above floor level . Has to be a vent not completed or finished properly . As it does not carry through to the internal face I wonder if it is a cavity vent for some reason . What is the name embossed on the top of the box

    The name says "Stadium" should i report this to the council as a repair what hasn't been done?

    It looks rather like a tumble drier outlet vent. We have one in our coal cupboard that OH installed when we had a drier but now don't use as driers are too heavy on electricity. Ours has some insulation stuffed in to keep the draughts out.

    It looks like a vent for a gas fire. The gas fire has probably been taken out and the inner leaf of the cavity made good and this one has just been left.
    Eat vegetables and fear no creditors, rather than eat duck and hide.
