Usually No.

However you can try instore or over the phone, if your a big spender they may negotiate.

If it's the one I'm thinking of (something like £35 * 24m / £69 upfront, 2000 mins, 5000 SMS, Unlimited data) then no chance, I doubt any network will match it. If you're an existing O2 customer with a high spend, no payment issues and no trouble to deal with you might get a good retentions deal with some extra minutes, a discount or some free data thrown in, but they won't match it.

o2 will currently price match any major network for the price of the handset on the networks website with their closest tariff..

Example.. Three £35pm £69 phone.. o2 £37pm £69 phone..
