What speed do you drive at, when you don't know the speed limits?
I suspect OP either does 60 in the DC NSL or does 70 and has been trying to argue a point with a friend.
A lot of people don't know what the NSL signs means, a lot don't even know that they have anything to do with speed, which is why so many people carry at the previous speed from before the signs (30, 40 or 50 normally).
I didn't know this before a conversation with an old friend, where I was asking the question "why do people drive SO slowly?".
Later I looked it up and it's true, some 50%+ don't know what the NSL's are and so carry on at the speed they're already doing.
You'll have to do some searching though, it's one of those Google searches which bring up 100's of other unrelated results.

If the dual carriageway has ONE lane each side it's 60mph, if it has TWO or more lanes each side it's 70mph. For CARS.0

It's dual carriage way all the way all the way from the Brighton side to the Portsmouth side. I'm sure it's 70mph and I've lived here 24 years....doesn't mean I'm right though!!0

i used to argue with my father. he said that dual carriage wasy with a central reservation and broken by roundabouts were a 60mph limit untill i handed him the highway code to settle that one to bed.0
