What are the current laws in regards to needing a TV licence to watch TV on demand on your computer if you are only watching stuff that's allready been aired? (as in seesaw and that)

You only need a licence to operate a device capable of receiving a TV broadcast that is transmitted via airwaves and received via such methods.
So in short if you are operating a device capable of receiving a live broadcast transmission you need a licence.
As on-line Tv such as I-player is buffered, it is not a live broadcast.
However the you will need balls of steel to put up with the bullying and harassment from TV licensing with the best defence is refusing to contract with them, which means giving them your name. They have been known to lie.
They need 2 things to instigate a prosecution, your name and a signature to say you will represent that person, without those there is no contract to breach which can be levied in to mercantile law.Hi, we’ve had to remove your signature. I'm afraid the above is not correct, transmission method (airwaves, cable, internet) makes no difference.

Incorrect, this has been brought up many times on these forums, you can own and operate as many devices as you like that are capable of receiving broadcasts but providing you do not use them to receive live transmissions a licence is not needed, you only need a licence if you actually watch or record live broadcasts as they are being transmitted.0 -
The "broadcasts" to which the OP refers are NOT live broadcasts - they are the equivalent to I>player - and do not need a licence.
However, if your computer has a TV-card or TV-dongle, then you do need one because you can receive live TV broadcasts.
I concur with VAX2002 that you may have problems convincing the authorities that you do not have a TV.0 -

You do not have to convince the authorites it is up to them to prove that do not watch live broadcasts.
