NPB is the only way to deal with this sort of person. Too many people seem to think that they can just go around bidding on things, and don't think that they might actually win. And the hassle they cause when they do.0

That's fair enough, the problem is they can pay, and then it's open to an INR, or a SNAD.
If they want the item then fine they pay and they get it, and that's what usually happens to the rare few I open each year. If they don't want it then they don't pay and just hope it all goes away. I really don't think there are that many out there that are particularly malicious and I certainly won't take a risky way out to try and avoid them. I am quite confident in my ability to use ebay and by sticking to a strict policy of NPBs if they don't pay I never feel I have to make any difficult decisions at all.
I have a few that don't end up paying, and I only ever remember them when I get a pleading little email several months later bleating on about how they are really sorry and they didn't mean not to pay and could I please take the strike away as they can't seem to bid on anything.
