Passport renewals

This may sound like a bit of a stupid question, but I am checking as I am off to Peterborough on Monday to sort this out - as I need my passport by the end of the month.
Am I right to say that for renewals (my previous passport expired on 16 January 2009) only sections 1, 2, 3 need to be completed along with section 9 being signed and dated? As well as the (better) photos, previous passport and payment.
I ask as I've gone 2 years without a valid passport and am assuming it is still a renewal even though I don't have an 'active' passport. Obviously I still have the expired one as I understand they require it during the renewal process.
Apologies if this is in the wrong section of the forum, it was the most appropriate place I could find.
Any help to confirm this or put me right is appreciated.

It's still a renewal
Im pretty sure the photo doesn't need countersigning if it's recognisable from the old one but check the instructions0 -
Passports have changed. For a biometric, machine readable passport you will likely be asked for new photographs.0
