    but surely the organ grinder is the one who makes the decisions, the monkeys just enforce them?

    He certainly doesn't make any actual decisions on entitlement. he wouldn't know where to start.
    He doesn't even make any real decisions on the detail of the rules.

    Even the permanent secretary doesn't have that much involvement; Nor even the chief exec(s).

    Perhaps if you have the good grace to mention what exatcly you want to query / clarify / address, people on here (who may well know far more that IDS) might be able to expedite your issue? :cool:

    not really, a good manager always surrounds him self with staff that are much more in the know of the system, rules & situation than he could ever have the time to get into. a much more efficient way than having to learn everything himself.

    the actual decisions, more than likely come from head/district offices, and will have been put together by the same people, who then run it past the big manager (in this case - IDS) just so he is aware.

    what 'particular endeavour' are you trying to get resolved? Perhaps some one on here could help?

    You don't really think that every benefit decision gets signed off by the Secretary of State, do you?

    btw pebbles is waaaay wrong about anything much getting run past IDS as the big manager (sorry pebbles); IDS is working at the strategic level; the perm sec works at the same; as with the chief exec(s); and the heads of various services; and the regional bods; and a lot of the area bods.

    some of the "monkeys" (or the people who actually know the law and how it operates, subject to different interpretations) are often found on here. Giving people advice and assistance on how best to deal with the problem they are experiencing. All all without pay or reward, not even peanuts! :cool:

    no offence taken, it just meant more as a courtesy than anything else :D saying 'it gets ran past him... without OP stating what he wants a decision on , its a tricky one to help him with.

    If we're talking benefit decisions, then yes. In the same way a secretary might 'pp' a letter for the boss.

    The SoS is ultimately responsible for every decision made.

    The manner in which a person asks the SoS to explain their decision is to appeal and then follow the legal process

    You're not really trying to explain that to me, are you? :p

    The fact is that, even when cases go to judicial review, they rarely involve the SoS. All because something is done in his name, it doesn't mean that he has any involvement in it.
