None of the above address the problem of why Windows Explorer is using 50 times the CPU resources it should be.

This isn't the first time the OP has posted on the issue and not taken the steps suggested.
If people don't even do the initial steps, then there's no point going into things like testing with non-Windows services disabled, SFC scans, etc trying to pin-point the source of the conflict causing high CPU load.0 -
