Secondly, they cannot check the current state of the relationship. They are passing the details to the companies that I had relationship in the past (does Visa really check this?) and that claim that I still have a relationship with them.

There is no physical contact. Retailer simply processes a transaction. It get passed over the the new card.
As far as anyone goes in the whole chain because they have your card details then they have a right to take the money. Which is why there are disputes processes in place, in case they do not.

As jonesMUFCforever said. Dont like it send card back and go back to trading in groats and chickens :rotfl:

Is the VAU responsible for refunds on a new card when the purchase was made on an old card?

    No.
As a refund does not require authorisation. It is processed to the old card.
This will then be worked by the card provider and passed to the live card.

Merchants do get updated details, see:
    http://usa.visa.com/merchants/payment_technologies/abp_updater.html

How VAU works: five simple steps
    ...
    4. Participating Merchants submit account numbers, through their Visa Merchant Bank, for customers with whom they have an ongoing payment relationship. VAU processes inquiries against its database and provides responses to the Visa Merchant Bank.
    5. Participating Merchants are required to update their customer account database within five business days after receiving VAU updates from their Visa Merchant Bank and to ensure that the updated database is used in future Visa transactions in accordance with Visa Account Updater Terms of Use.
    [my emphasis]

It then talks about the benefits:
    Benefits for merchants
    Helps retain customers.
    Increases customer loyalty.
Increases approved card transactions by reducing authorization declines.
Reduces customer service expense by preventing interruption of the payment relationship

I remember for a while that only one of the networks (ie visa or mastercard) had this service, not both.

(For some reason I cannot currently access the UK site. I'm behind a firewall.)
