Think its done on there internal scoring system, I.e if you've had an account with them for a year, And have never had any missed DD's or problems, And have paid in a good amount each month then you should be eligible for one, However if you have had an account for a year and have missed DD's etc then they will probably not give you one.

Hmmmm, I have been with Natwest for 1 year and 2 months, Although i had a basic debit card, I lost this debit card, Phoned up and reported the loss to Natwest, They sent me a new Card which had a CG£250 limit, And has ServiceCard250 on the front and is Purple instead of My old Blue one, Maybe go in branch after youve been with them a year and have a chat about getting one ?' Although this thread is a few month's old, I too have the same problem, this time Bank of Scotland Silver current account.
Firstly, my credit is decent as I have a 0% credit card, a Clarity card with Halifax, loan (small) so I too think it is odd that a cheque book cannot be sent out. There is no cheque guarantee system which was a risk to a bank,but full current accounts do come with cheque book.
I have a Smile account, used to pay mobile phone contracts as I pay daughter and hubbies direct debit and my own. Didn't have to request one with Smile just turned up.:j
