Fraudulent Bank Transfer removed from my account

With a bank transfer worth of £5000 and to a new recipient the bank account holder has not transferred before, there should be some manual reviews on this. My Halifax, Natwest bank accounts always do that. However, I could easily transfer thousands of pounds with HSBC or Barclays without the needs to verify at all.
Problem is bank transfer could be reversed within a reasonable time period, normally up to 24 hours - I think. Mostly, the banks do this in order to protect themselves such as the bank account holder has an incoming payment out in the next day or so on which would lead to a negative balance. In this case, the owner is then also innocent.
Or simply the account owner contacts his bank account to request cancel the payment. The best would be waiting at least 24 hours for the balance to sit on your bank before sending goods, especially goods worth up to £5000. I assume that the fraudster asked OP to send the goods immediately that same day and later with confirmation of dispatch from the OP, asked his bank to cancel the payment.
The worst case would also be the money in question is dirty money. The account sending money involve in money laundering or fraudulent. In this case, the OP might even risk of being questioned by the authorities until proving innocent.

Yes but the scam was perpetrated on the bank and they have made me pay for it.
The credit to my account was not fraudulent, the credit came from the bank account of the person I thought it would and for the correct amount, it was the person who sent it who was the fraudulent party in the transaction.
To state that its a scam is to say that the bank has the right to withdraw ANY amount from your bank at ANY time, no matter what the payment method or who from, if they suspect it was fraud. If you are owed this money or not you would then not get it back? If you believe this how can you possibly use a bank account for anything?

Banks don't have insurance...they self insure...so you're wrong there.
I was a director of a UK bank for 9 years and had to authorise the annual premium payments to our insurance brokers. All manner of fraud (internal/external) and negligence was most definitely covered...and at no small cost to the bank.
Personally, I do not know of any (UK) bank that is not comprehensively insured for fraud/negligence etc.0
