My mother in law bought a Peugeot 106 5 years ago for £500 & it's just sailed through the MOT again.
In total over the 5 years, tyres & a new battery aside, she has spent no more than £100 (for some very minor work) plus the cost of the MOT's & the past 2 years it's sailed through without any problems.
It's a 1.1 petrol and is a decent little car.
You can still find some gems in the sub-£1000 bracket.
Other than that I would also recommend a Ford Ka, although I too wasn't sure the Zetec engine was ever in the mk1 Ka.

Forgot to mention - the mil's Peugeot 106 is an "L" reg - 1994.
