Do 3 allow you to reduce monthly contract amounts?

Hi all,
I am currently with Orange, and my contract is due to end on the 25th June. I have been musing over getting an iPhone, and think the best deals look like they are with 3.
With Orange, I originally took out a contract for £25/month 18 months ago. In their terms, they allowed you to ring up a certain period into your contract (I think after 6 months?) and they reviewed your useage, and if you do not use everything in the package, they could reduce the contract amount. I did this and mine was reduced to £10 a month. I do remember that it was not particularly advertised, and I had to insist on it being done - the person on the phone tried their hardest to try and talk around the option and eventually begrudgingly conceded that they could do it.
Unfortunately I can't remember exactly what this option is called, and searching the internet doesn't yield much. I think I need specific terminology that just escapes me at the moment.
My question is - do 3 also offer this service to downgrade the contract amounts? I don't use the phone that much, but want the all you can eat data, so monthly prices are quite a bit above my current £10/month.

I think Orange don't allow downgrading within the minimum term any more. For '3' see: Can I change my price plan?0

Just to clarify...
I am pretty sure you cannot stay on "The One Plan" and pay less than £25. If you want to pay less you'll have to switch to another tariff.0
