I managed to get my PAC from Utility Warehouse free by mentioning that I'd been to T mobile direct and they had said that they would have given it to me free but it was locked by Telecom + (UW). I then said it was a bit cheeky for them to try to charge me. He checked my records and said he'd waive the fee as I'd been with them for a while. Even though I was leaving them. Worth a go anyway.Regards
