Charges for Porting Numbers between Networks

Hi I had a PAYG through the Utility Warehouse (UW) - on T-Mobile - and wanted to port the number across to Virgin. They have requested a £20 admin fee. What do other companies charge when you port a number? Is this a bit like a bank charge - ie financial cost way above the actual effort required by the companies - or is it…

I managed to get my PAC from Utility Warehouse free by mentioning that I'd been to T mobile direct and they had said that they would have given it to me free but it was locked by Telecom + (UW). I then said it was a bit cheeky for them to try to charge me. He checked my records and said he'd waive the fee as I'd been with them for a while. Even though I was leaving them. Worth a go anyway.
