They ought to be clearly signed, if not then issuing parking charges in respect of parking 'contraventions' of any kind would be in breach of tha BPA Code of Practice. In reality this doesn't mean a lot (the BPA are a thieves guld effectively) however the DVLA take a pretty dim view of breaches by BPA members.
I've had a look at these roads and there are no specific markings that prevent disabled from parking on the lines there. You'd think it was just another road anywhere in England, but apparently it is owned by Peel Holdings.

If its not clearly signed then they shouldn't be ticketing there.

Let us know if you spot any activity to that effect.

Yes I'll report back if I do see any activity. I'm sure some disabled person must have parked there at some point.

Meanwhile I have sent an email to Peel Holdings to ask them about blue-badge parking on those roads at the Media City and will post their response here when it arrives.

Excel are suspended from the DVLA database at the moment. I wonder if Peel know that?

I'm not saying that Peel are using any enforcement there because I don't know if that is the case, but I suspect that it may be the case. As I said, I've emailed them to see if it is possible to park on their roads with the blue badge and will let you know how they respond.

I note that posters on here are advocating that these non PCN charge notices should be ignored because they are not authorised by any particular body or council. I just wondered that if one did choose to ignore it whether or not there was a potential for one's credit rating history to be adversely marked/impaired due to non-payment?

An oldie but a goodie as far as info threads go:

Seems to have opened a can of worms regarding the credit rating!

Not really, just a normal question we are asked every week on here - but the old pepipoo thread is good at explaining why there is no effect on your credit rating if a random firm with no credit agreement just 'reckons you owe them money'.

Yes it's interesting and a bit worrying that these outfits are able to prey on people in the way that they do.
