PCN Excel Parking - Media City Salford Quays

  • Hi All, As per previous posts, Excel appear to have used the ambiguity of the signage at Media City Car Park to issue fines for parking after 1900.

Having been a victim of this I appealed to the British Parking Association and Trading Standards, and BPA have now informed me that Excel admit the amibiguity and will refund the fines and change the signage at the car park.

If anyone has paid fines for parking at that car park after 1900 you should contact Excel quoting the following BPA reference: EX 11-41. You should be due a refund.

This probably comes after Excel lost in court last week over a similar issue regarding signs in the Peel Centre in Stockport.

Can I correct one small point these were never FINES, they were invoices.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

You have not been given a parking ticket or a fine:
From a legal prospective what you have been given is an "invitation to pay a private invoice".
You are legally within your rights to reject the invitation and keep your money:
What will happen is they will buy your private data from DVLA and send a series of menacing letters threatening to take you to court and then more letters from fake debt collectors and fake solicitors again all threatening to take you to court.
They will not take you to court as legally they have no power to fine you or charge you a penalty.
In short it is a scam of impersonation of officialdom and empty threats.
    HOW TO DEAL:
IGNORE everything, ignore all letters, ignore all fake solicitors letters and ignore all fake debt collectors.
They will get fed up and move on to another victim.
IGNORE Means exactly that IGNORE, you do not appeal, there is no appeal it is part of the scam, you do not bite back, do not write or do anything to correspond and they will go away, if they call your telephone, do not confirm any information place the handset down and leave it of the hook for ten minutes .
BE WARNED evidence on these and other forums clearly describes how people who do pay these hoping they go away receive further demands for more money, often several hundreds of pounds.

Just to add, these parking scams rely on giving you something to pull at, they know some people just can not resist trying to be proved right and if you step back calm down you will see that what you are actually standing in is a very cleverly thought out trap designed to get you to take the obvious bait on the floor, they have had thousands of attempts and perfecting the trap and perfecting the bait, so you think you have spotted a flaw, a loop hole, something wrong in the singe when in fact what you have seen is what they have left out for you to see and by the time you realise you have been hooked you are well in to a dialogue with them.
Knowing that they have a live fish on the hook is 99% of the scam, but if you ignore them they dont know who you are from adam yes they have the keepers details but the driver is responsible and you do not have to correspond and give them any information, for all they know fred blogs details supplied by DVLA could be the local crown court Judge, senior police officer or local bone crunching no neck thug waiting to dish out some instant justice.
If you pull them up over signs, you are admitting reading them and making contract !
So stop zoom out and have a look at what this line you have found to pull is connected to.... A very large hook that will end up in your backside if you pull on it.
    Hope This helps mark.

So IGNORE, which is much harder than it sounds.

Nice one! I've contacted the Manchester Evening News to see if they could do the same thing for the Peel Centre.

It would be handy if some kind soul could place a sign up advising people who may have paid to reclaim it! Or as the MEN did with the other one stick it in the press. I doubt Excel will advertise it!

do you know if Excel Parking Services are definitely a private parking company?

has anyone ever been to this car park before? i have called up the media city security team and they do not own it, im trying to get through to the Salford City Council parking team but they are not answering.
I am in the same situation Aidan. I paid for the car park and id not even see it says it is open till 7 because clearly there is no barrier in the carpark! came back at 8 and found the ticket on my windscreen. I've recieved loads of letters and the letters come in my dad's name as well cause it's his car and i'm the second driver. my dad is very worried. i did email them and said it says in the ticket that i have parked within the restricted area which i don't agree and they sent em an email that it is because you parked there after 7! I have no idea what to do. they have just sent me a letter that i got to pay £207! i need help! have you received this letter?

I have already sent them an email saying I don't think this ticket is fair as it says I have parked withing the restricted area eventhough I hadn't done! the only thing was that I had left my car till after 7pm and I had paid for all day but because there was no barrier I didn't think they would close at 7!! and when I came back there were other cars in teh car park! they emailed back saying you should have read teh signs!1 now I'm receiving threatening letters!

Just ignore their letters, they are meaningless. Typical bullies.

  • Hi,

I live in the Salford Quays Media City apartments. I am disabled and have a blue badge but I have received three parking tickets in 2 weeks.

First I parked in a disabled bay with a sign outlining a time limit! Then I parked in a bay without a time limit and still got a ticket. The last night I had to move my car because deprise was flying off an office roof close to my car - the security guards advised me to park closer to my apartment but I have just seen that I have now received yet another ticket!

What shall I do. I have rheumatoid arthritis and the car park for me is very inaccessible especially at this time of year. Takes me ages to walk anywhere and I'm in pain so why is it that I can't use my badge?

Can someone email with some advice about how to communicate with Excel? I am beginning to feel like a sitting duck.

    Thanks

There is nothing you can say to Excel to make them change.

What you can do is to have some very stern words with the people who manage the apartments. Explain to them how their agents (Excel) are behaving, and is that really what they intended when they employed them. Explain how you are being harrassed by Excel, and that they (the managment company) are joinly liable for Excel's actions, be it the harrassment or actual losses caused by their actions. Also explain that they could find themselves the wrong side of the Disability Discrimination Act if they carry on in this manner towards you.

What does your lease say about parking? Do you have an allocated space, or is it a free-for-all?

you have not recieved 3 parking TICKETS,,what you have recieved is an unenforceable invoice from these megga cowboys excell,,it is a FAKE TICKET ,,,so no need to worry there,,,though as stated contact the people who manage your apartment and complain to them,, do not bother with the scum firm known as excell,,google michael cutts see what he did to them in the peel centre stockport in sept 2011,,do not worry ,but do complain to firm who manage your apartments,,dont forget the parking charge notice you have recieved is not worth the paper its written on.the only people who can issue a legal ticket called a PENALTY CHARGE NOTICE,,is local council,,police and traffic wardens.
