You did give AVIVA your loan number? as usually the ppi is attached to the loan.0 -
To update those that gave advice. amersall, robbedofmymoney and withabix.
Spoke with WFS they inform me that as the policy was taken out pre Feb 2003, the FSA have informed them given the policy was older than that they can now class this as "time barred"
They gave address, "surprise, surprise its WFS" that I could submit details of loan and PPI, but the response I would receive from them would be what is detailed above.
Thank you to those above for guidance offered. All the best to those seeking their justified claims.

Contacted Welcome again, this time I was eventually given "Direct Group"and their contact number to their claims department. When I phoned, I found the security questions were a nightmare, who can remember postcodes and telephone numbers from 20 years ago.
Welcome did quote "time barring" again and thanks to Marshallka I challenged them on who issued that statement, only to be met with silence and then followed by Direct Groups telephone number.
When I phoned Direct Group to ask for their address, they asked if I wanted to submit a claim, would not give their address as they had to register my claim and then they would issue a claims pack.
Slightly hesitant to commit myself registering my claim after the runaround the last couple of days and if they are going to ask these security questions that Welcome asked I have some homework ahead. More used to mothers maiden name and dates of birth, which the last 3 phone calls to Welcome requested.
Stress levels through the roof here, but thanks for the support everyone.

Contacted "direct group" they are a claims administrator. They expalined that Welcome obviously gave wrong contact details, suggested that I phone them back, merrygo round again! Phoned welcome again, three previous occassions they have accepted my D.O.B and at the fourth time of asking I failed my D.O.B security question. Need to send photo ID with D.O.B information.
Patience just ran out, I explained I was going to raise this with FOS.
I am finding Welcome very unwelcoming. I explained to them that they could no doubt can see on file that I've been in contact with them several times this week. Have I sufficient grounds to approach FOS with a claim given how obstructive Welcome are being, or is there something else I would have to demonstrate?
