    I was Actually Unloading goods, the Traffic Warden First Allowed me to continue, however changed her mind within 30secs, so i gave her a piece of my mind and drove off. I received and Notice to Owner later, It was Issued by a Traffic Warden and not CCTV, but it was not served to me and the photograph on the Notice to owner does not have a PCN on the windscreen??? So does that mean I still need to liable to pay?

    There Must be Rules and Regulations that Traffic Wardens must follow, I understand and had a rant with the Traffic Warden and debated to her that she was not being fair to serve me a PCN, if she agreed to first allow me to unload and then 30 secs later change her mind, due to dropped footway path, I said I would move the vehicle asap. I this Point i realised she would be printing the PCN and so i Drove off, I was not serve with the PCN, does that mean i am still liable, as i was not served! I was also in the vehicle at this point, can the traffic warden legally issue PCN that i am liable for?

    It was a Notice to Owner I Was sent!! But the question is, that can the PCN be LEGAL, Firstly, if I was not served with the notice and secondly there is no evidence in the Photograph evidence that i was serve with the PCN on my Windscreen!!

    Rather the Photograph evidence on the Notice to Owner is of the Vehicle parked in double yellows with the door open as i am in the vehicle, BUT NO PCN ON THE WINDSCREEN?

    We know and there doesn't have to be, if they issue the correct type of postal Notice instead. That doesn't mean you won't win though.

    Calm down and post on pepipoo forums with a picture of all pages of the Notice you have now been sent. Do not pay up, but take pepipoo advice on appealing and do it in time, including with your appeal some corroborative proof of your loading/unloading activity.
