Never received a water bill

I moved into a new house in may 2010. Due to initial problems the house builder had with connecting the water our meter was not installed until August 2010. To date we have never received a bill from Severn Trent.
Should I contact them to get the account set up or just continue as we are currently? If they do send us a bill can it be back dated or will they just bill from the date that I ring them up?? This is a brand new house that has not been occupied before us?
Any advice would be appreciated.

They can, and will, back date a bill for up to six years. There have been many cases of them 'discovering' after some years that they have been supplying a property and sending a bill.
The bill will run from the date the meter was installed, and in theory they can estimate your consumption from May to August 2010(based on your consumption since August)0 -
My advice would be to take a meter reading and ring / email them with your details. It is going to happen sooner or later and as Cardew rightly said, they can and will backdate your bill and can work out your average daily consumption and use that to bill to the date you moved in if they see fit.

Thanks for the advice I will give them a call. When we moved in the House Builder Persimmons said that they would let us know when they put in the meter and that we would not be charged until it was put in. To date Persimmons have not told me that our meter has been installed. It is by chance that I saw the engineer out of the window when he was swapping it over.
Hopefully I should only be charged from August.0
