Thanks to both of you for that information! I was going to write and tell them I have no intention of paying it as I believe it's spurious and will happily say so in court – I assume that would be a bad idea? (Only reason to write would be to stop them sending bailiffs). But I like the No Contract, Return to Sender option! Do you know if this kind of thing ever gets as far as bailiffs?

It can't go to bailiffs unless it first goes to the small claims, they win , you refuse to pay within 28 days, and then they go back to the court to instruct court appointed bailiffs, don't confuse debt collectors as bailiffs, debt collectors have no powers at all !!

And don't contact them at all, because right now they have no idea who was driving, an invoice can only be issued to the driver, the registered keeper is very often not the driver.

So please don't worry and ignore away.
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

When you say "bailiffs", do you mean properly appointed court bailiffs or powerless debt collectors? That distinction has to be made to prevent the spread of misinformation, leading unsuspecting people to believe debt collectors have some sort of legal standing, when in fact they don't.

I mean the scum who collect on behalf of powerless debt collectors.

Technically they aren't bailiffs unless they have been appointed by a court to collect an unpaid debt. It's that sort of imprecise wording that can confuse the uninitiated, and make them believe debt collectors have some sort of official powers.

Send a dummy cheque to them, but forget to put a stamp on the envelope, and ignore everything else.
  • I also received a CPN in Eltham. I used to be a parking attendent, and appealed it on the same grounds as a PCN, saying the contravention was wrong. unsigned and no date of contravention. I did not realise it was different. And as you ll said I got turned down with a standard letter. Can I have some advice now on what to do, do I still ignore it, as they now have my address. Any help would be appreciated.
    Thanks in advance

So they have your address ?? So what ?
What do you really think they can do ?

All that happens is they send you a load of junk mail threatening all sorts of nonsense and often quoting irrelevant rules and laws ...

    IGNORE them.

All you have done is saved them the £2.50 DVLA fee, if they think they had a watertight case they would do court, but as their case is full of more holes than the average block of Swiss Cheese they won't do court.
