IS THIS A SCAM? Car Parking Partnership fine

Any advice please! I parked in the 'visitors' parking space' at Bethnal Green overnight, arriving well after midnight (Saturday night) and was up to leave by 8.15 am on the Sunday morning. We found a fine had been put on the car at 3 am that morning by CAR PARKING PARTNERSHIP. I appealed but, of course, that has been rejected.

A lot of posts suggest these Civil Parking Notices are invalid. Can anyone confirm if Car Parking Partnership is another scamming company? They claim to be working on behalf of Tower Hamlets Council and say they are approved by British Parking Association. But the notices they have around the parking areas are pretty unclear – no times are mentioned. Our friends said we'd be okay from midnight till 8.30 am.

Are they at it? And if so, is there any authority I can report them to? And who else can I appeal to?

    If they are acting for a council its not a scam, but to confirm can you scan in the ticket both sides to your computer and upload it to to photobucket and then post the link here - thanks

    Thanks for your reply, Taffy - I'm sorry to be thick about this – I've uploaded the scans to photobucket (via facebook) but have no idea how to add the link to here. When I click on the shake this link box, nothing happens. I've check out the help guide on the forums but can't see the next step. Any idea how I add a link to the pics?

    Not sure about uploading from photobucket but for tinypic you copy the url for messageboards and paste it into a post. Have you pics of the signs and any lines? Suggest you also post all as above on pepipoo.com.

    Thanks, Peter, but this site says tinypics isn't accepting new registrations (Im very new to all this). We took pics of the noticeboards where they're very clear about not parking but don't mention any times. I'll check out pepipoo.com and see if I can get a link to that.

    Thanks, Taffy. Can you explain why it being an invoice means I can ignore it? Even if they're affiliated with the local authority?

    Sorry but I can't see anything about tower hamlets on the invoice, the difference between a ticket from a council and an invoice from a PPC is that the council one is a penalty that can be enforced, the invoice from a PPC is not enforceable.

    Correct.

    Don't pay it, It has absolutely no legal value.

    Hence why it says 'Civil Parking Notice'.

    So it will be a civil dispute, Not a legal dispute.

    Best place for it, Is the shredder, Also any correspondence (Letters) from there company, Simply put 'No Contract, Return to sender' on the envelope and post it through a postbox.

    If you get threatened by bailiffs, I have written material that you can place on your front gate that will keep them away.

    DON'T PAY.

    SIMPLES.

    When you say "bailiffs", do you mean properly appointed court bailiffs or powerless debt collectors? That distinction has to be made to prevent the spread of misinformation, leading unsuspecting people to believe debt collectors have some sort of legal standing, when in fact they don't.
    What part of "A whop bop-a-lu a whop bam boo" don't you understand?
