If he's obviously running something that's enough of a power drain to repeatedly trip the circuits, that he doesn't want on his own electric bill... I would be very very suspicious he's not just growing a spider plant in there.

    Having said that - on occasions when living in halls of residence at uni, I DID resort to putting everything electrical in my room on at 3am to trip the circuits out when the prat down the hallway wouldn't turn the music off.
