Airline staff/freq flyers Do I book Econ & wait for cheap upgrade or book Prem now?

Hi, a few years ago i flew to New York, we booked our tickets with BA then kept getting emails offering us upgrades, it ended up such a tiny amount(cant remember exactly) to go world traveller plus, then we got upgraded to Business class which of course was amazing.
I want to fly to Tel Aviv for half term and fancy going premium economy/world traveller plus for an extra 7inches legroom. I am wondering if i should buy a world traveller plus ticket now or buy a standard ticket wait and see if they send me offers?
Or do i forget BA and go with El Al ??

W flew with BA in feb to NYC and didn't get any option via email to upgrade rom economy to WT+, if you're flying during a busy period I'd probably want to book the seats you ultimately want to sit in when you fly (assume they'll all be gone otherwise!)0
