As mcfly says the only person being harmed here by having such limited overseas shipping locations is the seller, it really doesn't make any difference to the rest of us.

Of course, but I think I'm still allowed to question the seller's motives.

I can't find any other seller who has the same strange shipping policies.

Well large sellers anyway. Years ago I came across an American private seller with the listing covered in Stars and Stripes, eagles and such and the restriction:

"No shipping if you're in Iraq or any country ending in '-stan'. You people know why."
  • I ship to the UK and Australia. If I had time I would sell to a lot of other non-EU countries as there is no VAT (no VAT on books anyway but this sellers sells other items as well) but not bother with EU ones because risk vs reward isn't a viable use of my time.

That seller doesn't ship from Amazon, they are a "mega lister" there are a few and either they order from the supplier when the item sells or their supplier does fulfilment for them (this is more likely).

They list everything and then cancel orders OOS, their rare books probably aren't in existence so you aren't missing much.

It is however their choice and you mentioned customer service a few post back (I'm too lazy to quote), you aren't their customer if you are in an excluded area and so they don't have to offer you service by way of explanation.

Of course you are entitles to question what a seller does.
I have been selling books for over 30 years and the one seller you mention on Abe is like many. They list any book that has an isbn and usually show that they have 10 or 20 items in stock. They do not carry stock and may order from the supplier when you place an order. They often have no contact address or telephone number showing on the site they are selling on. They will also list books that they cannot obtain - such as titles I have all the stock of - not knowing or caring that these titles are not available to them.
At least on Ebay you can see feedback from buyers and make a judgement that way.
If you check the number of books listed on Abe by Revaluation books it is 3,639,498 I think you will agree that is most books with an ISBN number. They must have some warehouse to carry 20 copies of every title.:D
  • The reason the seller does not ship to European Union countries but will ship to Russia and others has nothing to do with VAT or with postage costs. It is simply that what they are doing is illegal in the rest of the EU. They do not hold stock and are selling goods they do not yet have at inflated prices. Once someone places an order they will then order the book themselves from elsehere to fill the order.
The second thing they are doing - also dubious legality and actually technically banned on ebay is selling 'books' which are actually compilations of wikipedia articles and other web content. They do this without any permission from the original authors and in breach of copyright. Several writers forums have identified them in this respect. the problem is that taking civil action is expensive.
I am a professional journalist and after having been conned by this company (I bought a book on ebay that they supposedly had 10 of - 3 weeks later I was still chasing and finally they admitted they were printing the book on demand - it was actually scanned copy of a scarce original - despite being listed under the details, including picture of the original). I did get my money back and then carried out an investigation into the company. Check out online and you will find the registered address and directors along with the 185 other companies registered at the same address. Roxy media is also actually registered as a movie production company - strange for someone selling books and cd's. basic advice - DO NOT BUY FROM THEM. They are making a shedload of money from the unwary using dodgy practices.- check out online company records.

Here's another example. Seller in Eastern European country has a business model shipping through out Europe, has a relative needing work in the UK. Arranges to send Transit vans loads of goods to Uncle in UK. Tells Uncle, "Don't ship to Europe because that is my business. You can ship to rest of the world, that is up to you!", simples.
