Trying to cash winning lotto scratch card.

My wife won £1k on a scratch card on Sunday. To make sure it couldn't be stolen she signed the back of it and filled in the other details.
So on Tuesday we went to the post office armed with bank statements and debit card, a mobile phone bill and the council tax bill.
Apparently this was insufficient to confirm my wifes identity as it didn't contain her picture.
She has no photo id. doesn't drive and has never been abroad so has no driving licence or passport.
The only thing we can do is post it off, which as you can imagine we are a little apprehensive about.
Does the insurance given with Special Delivery apply to winning lotto tickets or are these a voided item?
I am really perplexed as to why they need proof of ID to cash in a scratch card. My wife wasn't asked for ID when she bought it? She could have found it in the street with the back incomplete and cashed it in and nobody would have known any different.
It just seems stupid IMO.

You don't happen to live near a Camelot regional office do you? If so then you could always try there. Or try to claim it from a different post office.
I don't know about the postal insurance but when I got 5 numbers on the lottery I took my ticket to our nearest lotto post office along with proof of address and they paid me out, I didn't need any photo id.

I would try going to your local regional national lottery office to claim the money directly from them. You have to go there if you win over £50k so they must have some arrangement to pay out. The nearest regional office is Liverpool, almost 70 miles away.

If the winning ticket was posted by SD and it got lost, would there be any difficulty claiming compensation without having any proof of value?
I know that when a claim is made for lost or damaged goods sent standard or recorded delivery, RM sometimes ask for a receipt or other proof of value, so how would the OP go about providing this if asked?

I'd say take a photocopy or scan of both sides, soyou have a barcode and the security number on the scratch panel. That way, if it gets lost, Camelot can check their systems to ensure it hasn't been cashed.0
