    You are absolutely right. Once again it is a case of DVLA introducing a new procedure without fully thinking it through.

    The one that really annoys the motor trade is when a number plate is transferred or retained and at the same time the yellow slip is completed to notify DVLA that the vehicle has been sold to a motor trader. DVLA cannot issue a replacement V5C as there isn't a current keeper!

    The motor trader has a perfectly legitimate vehicle for which he/she cannot have a V5C log-book. This puts off a lot of potential purchasers and means either the motor trader or the new purchaser has to pay £25 to DVLA to have a new V5C issued in their name. Ridiculous.

    Correct if I'm wrong but I thought as part of the process is to hand over the whole V5C and once the replacement has been received with the original VRM on it, use the V5C/3 from that.

    OP: When you have the new V5C, remember to give the green new keeper supplement to the buyer.

    If I was selling my car to a motor trader today and I had a private number plate on my car, I would hand in the retention application to DVLA with the whole V5C with the yellow slip V5C/3 completed. This means I am no longer responsible for the car as it is now in the hands of the motor trader and DVLA have been notified.

    If I wait until after the retention application has been completed (2-4 weeks) to notify DVLA of the sale of my car to a motor trader, I run the risk of being accountable for any motoring offences whilst the car has been in the hands of the motor trader.
