International Roaming And Skype

My Sister is in Spain for holiday with her Turkish cellular phone roaming there.

The operator of course asks for the roaming bill.

I thought if I call from Skype there will be no roaming price for her; called her from Skype and talked nearly half an hour. Where does Skype call her from? Will she pay anything for my calls?

Skype use internet. If your sister doesn't use free WiFi connection, mobile internet roaming can be much more expensive than calls/texts roaming.

Yes - I called skype out, that is calling directly her mobile phone number from Skype.

If you call to her mobile number she pays for calls roaming.

In EU the price cap for incoming calls is €0.15+VAT. Don't know if this applies to a Turkish mobile (unlikely IMO).

Yes her phone must be using the internet to use skype if its mobile internet roaming its normley expensive if its on contract she could end up with a bill coming into hundreads of pounds

I am not sure that it's the case.
*I think* besides offering free PC to PC calls Skype offer some pay for services, including PC to landline/mobile.

Ah yes skype out I thought it was a skype to skype call but could be skypeout to mobile in which case she would just be billed the roaming charge and you would need to find out the roaming charge for turkish mobile and as for skype out it uses like voip service and transmits most of the call through the internet only using exchanges either side.
