Yes, there's already a BT line in my property. I was using it prior to moving to VM, it's just a case of flicking a switch on a computer to make it active again. Though at that time, I had dialup and major anger issues at the sheer slowness of it.

It's not 'flicking a switch', it will require reconnection at the exchange or street cabinet most likely, hence the charge (unless you still have a dial tone on it).
BT charge the same whether for a new provision or a reconnection, there is no distinction.

My upload speed at present is 0.40 which is just pathetic.

VM Cable are currently upgrading upload speeds:

I've already spoken to BT, I know what I'm talking about. All I need to do is get credit checked, provide my direct debit details and it's all done. By the time I've completed the sign up page, the line will be activated and I can phone the world if I wanted.

I'm not sure about the dial tone, haven't hooked up a phone but there won't be any connection charges, fees or anything apart from the £120 annual line rental.

That'll solve one problem but it's a shame they don't have plans on doing static IP's.

Unfortunately in this case it's BT Retail who clearly don't know what they're talking about, if that's what they told you...
If the line has been disconnected then you will pay a reconnection charge, OR do not reconnect for free, nor do they do it instantly.
But by all means go ahead, come back and tell us once you are connected...it will be a few weeks though.

Maybe you or everyone else has been subjected to a reconnection charge but fortunately not me. We should just agree to disagree. :p

My 'disagreement' was more to do with the OP's optimism in thinking that they are going to be magically reconnected minutes after signing up...

I asked BT to reconnect the line in the property im moving to next week. I did the order today and they gave me 3rd May as the reconnection date. No fee was payable apart from the line rental charge.

That would depend on the existing status of the line...
