This is the way it’s supposed to work.
Sorting the spam from the good email is not an exact process. Spammers are always trying to beat anything meant to stop them, and there’s a risk of innocent emails getting wrongly classified. You might get upset if your email provider took the decision to bounce back anything that even vaguely looked like a spam – you might lose eBay emails, emails from MSE, even emails from your friends and relatives. The best solution is to put anything questionable to one side. This is what your Bulk folder is about. Yahoo are putting all the emails they’re not sure about in there, in case there are any you do want. See Using SpamGuard Plus.
The reason you don’t pick them up with Outlook Express is technical. The computer that stores your email prior to you picking it up, the mail server, can cope with multiple folders – your Inbox and Bulk folders being two examples. When Outlook Express asks for that computer to pass on your email to you, it can only ask for what’s new in your Inbox. This is why the spam doesn’t make it to Outlook Express.
The way of retrieving email that Outlook Express is using is called POP3 – Post Office Protocol version 3. This is simple and basic, and was the best idea where people had slow dial-up connections. There are more sophisticated ways to get at your email that support multiple folders and allow manipulation of the emails stored on the mail server – deleting, moving between folders, storing sent email on the mail server, etc. One is IMAP4. Another is WebDAV, also called HTTP email, as provided by Microsoft’s Hotmail/Live Mail. Outlook Express supports both of these. The question is whether your email provider provides them. A third way is using web-based email. It’s this third way that you’re using when you’re able to see your Bulk folder.古池や蛙飛込む水の音0 -
