    You've linked to their Landlords Accreditation Scheme which (and the different name is a clue) is a different scheme altogether.

    Here's the two paragraph's before my quote
    Stoke-on-Trent City Council is to be the latest local authority to pilot landlord registration.
    If approved, a scheme will launch next year in the Tunstall area, allowing the council to require private landlords to acquire a licence before they can let property.

    Again only selective and only a pilot for one small area.

    I searched Leeds Landlord registration.
    The link I posted was the closest I could see in my quick search.

    I was of course trying to find the information you were so sure about.

    Why should I search for selective licensing?
    I've been asking which areas require registration.
    To be a requirement, surely it needs to be fully funtional and not "selective"

    Here's the link I previously posted for Scotland showing a requirement for all owners of residential property who let property must register unless they are covered by one of the exemptions.

    Exemptions


    Exemptions apply to properties rather than to people. If all of a landlord’s properties in a particular local authority area are covered by one or more of the exemptions, he or she does not need to register with that authority. If some of his or her properties are exempt, the other properties must still be registered. A property is exempt from registration if it is:
    • the only or main residence of the landlord, where there are not more than 2 lodgers
    • let under an agricultural tenancy and occupied by the agricultural tenant (please note that any properties that you let WILL require to be registered – including tied property, unless specifically exempt e.g. holiday accommodation)
    • let under a crofting tenancy
    • occupied under a liferent
    • used for holiday lets only
    • regulated by the Care Commission, in certain categories
    • owned by a religious organisation and occupied by a leader or preacher of that faith
    • occupied only by members of a religious order
    • let to members of the landlord’s family only
    • held by an executor for a period less than 6 months
    • possessed by a heritable creditor for a period less than 6 months
    • owned by a person acting as a insolvency practitioner for a period less than 6 months, unless the appointment is made by the Accountant in Bankruptcy. In that case, crown immunity applies and there is a permanent exemption from registration.
    • owned by a local authority or Registered Social Landlord

    There is no "selective" licensing involved

    It seems the question needs to be practically spelled out to you before you understand it.
    Even then you desperately try to hide behind "selective licensing"
    in a forlorn attempt to look slightly sell stupid than you clearly are, seems a little bit desperate.

    Maybe you should revisit you list of compulsary landlord registration requirements
    You could say that in some of the following LA's there is some "selective licensing" requiring the properties in certain areas are regisitered
    Middlesbrough
    Manchester
    Gateshead
    Leeds
    Neath Port Talbot
    Bolton
    Newcastle
    Blackburn
    Thanet
    Stoke
    Hundburn
    Hartlepool
    Durham
    Salford
    Newham
    Southend
    Burnley
    Gravesham
    Waltham Forest
    Pendle
    Oldham
    Sunderland
    Blaenau-Gwent
    Rotherham

    That should be enough to get you started. And it covers private rentals.

    Because that's what it's called. In much the same way that you don't look for "oranges" by typing "Sheep".
    I've been asking which areas require registration.

    And I've provided a list of LA's using (or soon to implement) selective licensing.
    To be a requirement, surely it needs to be fully funtional and not "selective"

    Almost every piece of legislation is selective in some way. In this case, the only real "selective" element is in the designation of individual areas. But I assume it wouldn't be beyond the realms of possibility to roll it out to wider areas until it becomes, effectively, a national scheme. Why re-invent the wheel?
