Carried out a search on Leeds, another of your listed LA's and they are only envourages to register.
It's not a requirement.

Stoke are running a pilot scheme, not compulsory at the moment

Within the areas designated for selective licensing, 100% compliance by landlords is required. I have NEVER stated that 100% of any LA area was designated such that ALL landlords within that LA would have to register. I have merely pointed out that such a scheme of registration already exists, something you seem to have struggled to comprehend despite the overwhelming evidence provided. Your sudden moving of those goalpost now, in a forlorn attempt to look slightly sell stupid than you clearly are, seems a little bit desperate.0 -
