Perhaps I took it a little too personally penrhyn. I'm not disappearing, I've just been busy today working then painting and wallpapering and there's no internet at the flat yet.
I do agree it's difficult for me to tell what would be the best tariff, and I've decided not to do anything for now, and to avoid being tied in. The previous occupant was 50 quid a month and that's what Scottish Power have set up my DD to be.
The problem I see people speaking about with storage heating is that the heat is there in the morning, but by the time you get home from work it's all gone. I don't know if that's a fair criticism yet - for now the heating is off anyway, because of the nice weather. I usually have a window open, and even when it was snowing I've been known to do so - I'm not a person who often complains about being cold!
However I did manage to identify what rates I'm on. If I assume uniform energy usage - that whatever extra I use on the kettle, washing machine etc etc is offset by what I use on heating being on through the night then the cost of the tariff is only very marginally more than the "flat" standard tariff. It's nothing like as bad as what I'd seen on a site which talked about the tariff - although to be fair that site was selling wall heaters as replacement for storage heaters so perhaps I should have been expecting this.
That means there's no real rush to move away from the tariff I'm on, the difference will be a few quid, nothing more and it means I have time to work out how to make the best use of the heaters, and find out what my energy usage is.
Graeme - I'm going to leave it for now if that's ok. I've grasped enough for me to know what to look at going forward.

What you / they call ' wall heaters ' are three times more per kWh, and telling you E7 is crap is the Mandy Rice-Davies marketing method.
The total rad storage content in the flat is designed to hold sufficient stored energy that it can be released as heat over the next 19 hours, @ 'x' kWh over 19 divided by the volume of the flat.Disclaimer : Everything I write on this forum is my opinion. It's perfectly simple to work out if E7 is right for you or not based on your percentage split between cheap rate and peak rate consumption. Just check your bills.
For most people their heating and hot water consumption will vastly outweigh their 'other' consumption'-it sounds as if you may not fall into this category though.No free lunch, and no free laptop0 -
I think economy 7 storage heaters should be illegal, they are scaringly popular amongst landlords.0

They run on cheap rate electricity so are more economical than other forms of electric heating.
What would you suggest as an alternative if no gas is available.That gum you like is coming back in style.0 -

I won't bother with the average annual maintenance & certification costs for landlord properties across all different forms of central heating per annum.
The average cost of maintenance for night store system over a whole 40 year period is zero, and the install price of an E7 system is considerably less than half of a combi gas system.
A combi gas system therefore is twice the install price, 1000's of % more maintenance price and has a 10ish year redundancy [ service ] life before the whole cost of boiler replacement needs to begin again.
