BT Internet Slow Speed

I was getting speeds of about 2.0-2.9, however I noticed in the last weeks I was only getting 0.7. I phone BT and after jumping through loops with a screwdriver for about 30 minutes. The nice chap from India said the speed will improve in 24 hours. I thought fat chance!!! But it did and now I am getting speeds of 2.6-2.9, my question is what did he do?

Are you a heavy downloader (music,You Tube,BBCi Player ect) or have multiple users online at the same time?...If so they may have throttled your speed.0
