Trolley jack and a shove will do the same thing without commiting criminal damage.
I'd be pi**ed off with this too, can't you put some large rocks down or something to make it impossibel to park?

As for blocking a drive, I don't think its illegal in itself until you are actually causing an obstruction ie someone is trying to get in/out of the drive at the time(which obviously the OP is).

I think this applies to the Public Highway? Does this apply to Private land? (Hence the questions of ownership)
