    you are correct it is a bit more complicated but the Networks are not really out of pocket when a customer defaults on paying a bill.

    Ofcom allows them to apply a bad debt 'uplift' to the standard retail price for each call charged.
    In other words bad debt is passed on to their customers who are able and willing to pay so only impacts on profits not operating costs.

    That makes it ok then.

    The fact is for any of you to be allowed to use the publicly licensed network you all have to accept liability for all and any fraud/bad debt that affects the Networks and shareholders.

    I may very well be paying extra on my insurance to cover bad drivers and bogus"whiplash" claims.

    I may be paying extra for my shopping to cover shoplifting but I am not a legal party accepting any liability. I am a customer being surcharged in the selling price to cover the losses incurred from these people.

    If nobody shoplifted, stores could reduce the selling prices.

    So, to bring this back on track, when a company I deal with loses stock - it is real money that they lose. When a bus company decides not to charge someone for a journey it is making anyway, they have not lost real money. If it was a taxi who didn't charge its passenger for the same journey, they would.

    In this case, tne network is losing real money to 3rd parties who have every right to be paid for their service - however unpleasant these services may be.

    put your money where....

    next time you pay your phone bill withhold the percentage they add on for 'bad debt' due to non payment of bills and let everybody know how you get on.

    Look - I accept that part of my fees/charges/payments go towards "bad debts"/shoplifting/other customer losses. It doesn't however, mean that I accept liability for it - I accept the consequences.

    If these hits could be reduced, then my bills should go down. So I do not support activities that add to my costs.

    As far as withholding a percentage that may be added for bad debt, I never said that. I just said that I don't do it willingly.
