Maybe he told the neighbours precisely so the police wouldn't be called. Now I think about it Bailiffs never ever ever change locks: Normal process is Bailiff turns up, Landlord arrives at same time with his own locksmith: Bailiff gets Tenant to leave (if they don't he can call Police...). If Tenant does not leave any LL with 1/2 a brain will depart & pay locksmith's call-out fee & try again later, usually having lined up Police attendance with Bailiffs.
Agree - get neighbour to call Shelter 0808 800 4444 ASAP!!!!

'cors, if the law-abiding citizen saw an illegal eviction being attempted many would call the Police. Unfortunately often the Police don't understand the law & side with the Landlord...0
