storage heater switch on at wrong time

I am with EDF Economy 9, and I have storage heater and immersion heater. Until recently everything worked fine, with the storage heater coming on at 10 pm and switching off at 7.30 amd, plus a two hour boost in the afternoon. In December the meter was changed by EDF as it was apparently old. With the summer hour change the heater has started to switch on at 8pm, and it is now totally out of sync. EDF off peak tariff is still between 10 and 7. EDF sent an engineer who replaced the meter. He told me the meter was radio controlled. However, the storage heater is still out of sync, just as before.
What could the issue be? The storage heater itself hasn't got a clock.
Any idea?

Whenever it is coming on it is on the cheap rate despite what time it is. When the meter switches the circuit, the clock starts on the cheap rate counter. Coming on at 8pm in summer means that it will switch on at 7pm in winter. I'd leave things as they are as it is in your interest to be paying cheap rate at peak times. I'd would however double check that the night rate counter is clocking just be sure otherwise you could end up with a large bill if it isn't.0

Thank you for your reply. How do I check that? The meter is not in my flat, is locked in the basement of the building next door. I do not have access to it.0

You have a legal right to access and read your meter, as do the supply company. Enforce your right. No free lunch, and no free laptop
