Im trying to remember a tickbox.

was in my friends samsung galaxy s.

she was complaining of no internet on net. wifi working.

i found a setting in the apn/networking that was unticked.
data? or gprs data?

does that kill 2g/3g data dead, hence stopping this big data bills coming in?

just a thought.

On my phone there is a setting for the apps that say 'disable whilst roaming' or words to that effect, have travelled to several different countries with this handset, and the feature works fine.
Hope you find the setting, because the threads about large roaming bills are very much boring and repetitive :o

Quick Settings from the app market can be used to turn Mobile Data off .

SGS normal settings is defaulted to mobile data always on and that may be chargeable .
