Is there a better deal than O2?

I'm looking for cheapest broadband provider that provides unthrottled p2p usage (even if it is only unlimited at off-peak times). It would need to be either unlimited download or a quite generous usage cap (over 50GB). I'm quite far from the exchange and only get 3 to 4Mbps thus a basic broadband speed package would suffice.

The cheapest one I can find is O2's The Work package which gives 250GB allowance. O2's throttling is as follows:

Because I'm an O2 mobile customer, I would get the package at £21 a month. With 3 months free this would cost £189 (9 x £21). If I go via http://www.topcashback.co.uk then I'll get £101 cashback which gives me a net cost of £88 for the year (or £7.33 a month).

Does anyone know of anything cheaper that would fit my internet needs? Thanks
