Help! BT question and I don't know who to trust

Is there a kind BT representative who can help, please?
I moved house in February and changed my phone provider from BT to Plusnet.
In the process, BT have managed to:
1) Lose the order and didn't cancel my old phone line until 3 weeks after I moved.
2) Were practically impossible and I had to make more than a dozen phonecalls to get it sorted out.
3) Told me that the person who had agreed to cancel my old phone line had 'lied because they have retention targets to meet'.
4) Have now sent me a final bill because they say that I was in a contract and so have to pay the remaining charges etc.
I don't mind paying the costs of any actual calls, but I wasn't on a contract - I had told them to cancel it because I knew I would be moving. It seems like every time I talk to them I get a different person who blames it on the last department and no-one is willing to take responsibility. Who can I actually talk to who will get this right?

Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0

Does anyone know if they have a timescale for responses? I know it's only been 4 days, but I've had another bill in the meantime...0
