90 Days Nearly Up Want To Leave Negative Feedback

I've never seen that warning message, is it new or is it just something you trigger if you leave feedback on day 90?
I've left negative feedback on a few occasions and all I got was the warning before you click on confirm, that you are about to leave a non positive and are you sure. I've also left negative feedback at the last moment and just got the same screen, nothing extra.

Its been a long time since i've left negative feedback - so it may be new or just the 90 day deadline.

just been reading all this about that person from ebay, you did not get the item you payed for? this has happened to me a few times, i done the right thing first, reported to ebay, nothing happened, after this if i dont have item within a resonable time, i leave neg feedback, if you do this and the person then leaves you neg feedback, you can respond to it,
