Question about new ISA and transfer ISA

Hi everybody,

It's the first time I open a thread in this forum..
I'd need some help/clarification about ISAs.
I would like to open a new ISA for 2011/2012 fiscal year with a provider that does not allow transfer-ins and open another ISA with another provider only to transfer money from previous fiscal years.
Am I allowed to do that?
your advice would be much appreciated..

    You could open and fund an ISA for 2011/12 (e.g. Barclays / Santander).

    You could open and not fund an ISA for transfers in - and then arrange the transfers in (e.g. Halifax).
