PCN at my house?

Hi all,
I have lived at my current address since July last year. Parking has always been a problem and I had seen cars parked up on the grass at the beginning of the road. There are, however, double yellow lines here.
I got the PCN on Friday, when I was parked on the grass here. However, the PCN states:
"01 - Parked in a restricted street during prescribed hours."
My parking permit has never left my dashboard and is always on display. Should I contest this because of the description as my permit was clearly on display, or do you think it was issued as I was parked on the verge where some double yellows were, and the description of the issue is simply not accurate?
Thanks.

The DYL restriction goes from the centre of the road and extends to the boundary of the adjacent property. It therefore includes verges and pavements, so 01 is correct.
If you have a resident permit, are there no resident bays?0 -
Basically, there aren't enough parking bays for the amount of people with cars. Simple as that...0
-
Something to add - the road is private, so the council has no authority over it anyway as far as I know?
After reading the article on here, I am going to contest this as there doesn't appear to be any downside, at least on attempt number 1.0 -
If this is a private ticket then it's a fake PCN and you must ignore it. DO NOT APPEAL.
If this is a real Council PCN then, yes, definitely always worth an informal appeal, but be aware that they are likely to refuse it. Doesn't mean there are not grounds for appeal though...
So - as you only got the PCN Friday and you have until Thursday 21st for the Council to receive your informal appeal and still re-offer the discounted penalty - why not post on pepipoo for help? Start a new topic after reading the FAQs and stickies and registering here:

You need to ask the Council (separately from your appeal) for the Traffic Order which relates to that road. Do that now, do not wait for them to reject your appeal.
They can only enforce PCNs where there's a Traffic Order and even then there's a chance the Order is flawed - pepipoo will help you. Just email the Council without mentioning the PCN at all and without mentioning Freedom of Information, simply asking for the Traffic order for that road. They should be able to link it for you or tell you where it can be viewed without delay or appointment.
HTH, get posting on pepipoo for help with that informal appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Fantastic, thanks for the info!
What is this traffic order and how will it help?0 -
Oh, to add - it is a real PCN, not one of these "fake" companies.0
-
A traffic order is a written down list of the parking restrictions etc for a particular road or area. For the council to give a pcn they have to have adopted the road so the order will say what restrictions are in place. If they say that they have not adopted the road then the pcn is invalid. You should follow CM's directions.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
-
How do I get a traffic order? Write to the address supplied on my ticket? Email them?0
-
Stroll up to the local council and ask them. Don't say anything about a pcn, they are obliged to supply the details as its a public document. There may be a small charge for copying.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Fantastic, thanks.0
