I recently set up my broadband and calls with Orange. They told me they were going to test the connection to my new house only to find that there is no connection at all so have stated they need to send an engineer out to connect a line for 60 pounds.
That seems a bit steep to me but I wouldn't know as I am new to it. Any help would be much appreciated.

It's very cheap. BT Openreach charge about £56 to perform the work, so they only make £4 profit.0

And BT would charge you £130 for a reconnection or new line provision. No free lunch, and no free laptop0
