You don't recognise tongue-in-cheek?So passports (even when slightly out of date), driving licences, birth certificates, utility bills, electronic checks and a form signed by uncle Tom Cobbly aren't enough then?
Howevr to answer you: as this thread shows, not everyone has a passport, driving licence, utility bill etc.0 -

No, not when it's just written down as a sentence. Isn't that what these
things are for?
:D
But everybody has a birth certificate and a lot of places can check ID electronically - wonder why (some?) EAs and solicitors can't though.0 -
But everybody has a birth certificate
Nope - this is not true either. If a British Citizen was born outside the UK then they will only have a birth certificate if the birth was registered at the local British Embassy - a service for which there is an astronomical charge. They will only have a local birth certificate if the country of their birth issue them.
British Citizens born overseas can apply for a passport without their birth being registered. If that passport then expires then they have neither passport nor birth certificate!0 -

Can you not just get a provisional driving licence? Do they cost anything?Faith, hope, charity, these three; but the greatest of these is charity.0
