When I was a student, I'd never have un-knowingly dropped lit cigarettes out of the window. If I had dropped one, I'd know about it and I've have run downstairs to rescue it.
Well done for facing up to it. I can imagine that 3 years worth of embers and potentially burning fag butts (please tell me you don't drop them out of the window - that is so disgusting and inconsiderate) could well take their toll and it's only to be expected that he would notice eventually)
If you can repair it, I'd try, as recommended above. If it works on most, but not all, maybe he could cope with £50 in his pocket instead of a brand new windowcill?Everything that is supposed to be in heaven is already here on earth.

For the window ledge inside the house you can get a replacemnet window cill that sits on top and freshens them up so iam sure this could be put ouside and if cut properly and exaclty to size then could look just as good. Iam sure there must be some easier way than taking th window out. I would contact some local small companies or even joiner companies and explain the situation, iam sure they would come up with somthing decent looking for a fair price.0
