Cards that charge for loading Prepaid Card

Hi,

Can anyone tell me which banks\cards will charge for purchasing either CaxtonFX Euro or Travelex Globe. ( I have a cahoot visa debit, soon to bwe changed to Lloyds visa debit (I assume))

On the Travelex application form it says
Note: Travelex will not charge you for using this Card.
Please note you may incur a cash advance fee from your card issuer if you pay with this card.
ABBEY & LLOYDS TSB customers: note your debit card may be limited to £300 by your bank.

On the MSE page about cheap travel money it says about cards charging for foreign currency but does that not mean only at a bureau de change and if it does why do Travelex say that some will charge and on the Caxton website it doesnt mention anything about possible charges.
