Subscribing to a new ISA

I have yet to invest £3000 for this year's ISA. I recently applied to Bradford and Bingley but as they lost my deposit cheque I refused to send another one out of principle.
Just want to make sure that I am okay to apply to another provider as I didn't actually deposit any cash?
Don't want to break the tax rules !

If they ever find your cheque and open an ISA for you, you will just have to cancel the one you don't want. The Revenue are very relaxed about "accidental" openings.0
