If it's on a verge and not on the land owned by the bed factory, then yes - it definitely needs Advertisement Consent (not planning permission) - furthermore, it's a criminal offence to erect a sign without any necessary consent. If it's a highway verge, then the permission of the landowner would also be required (probably the highway authority).

I reported the sign to the council and got this (after three - ignored I might add - reminders):

With respect to your concerns I can confirm that an officer has visited the location and noted a number of advertisements sited at the entrance to the site.

From the information obtained it would appear that the advertisements would require consent from the Council and consequently the matter will now be considered and prioritised in terms of its planning merits.

It says that they will look into the legality of the sign and if you want to discuss it with them to make contact.
