Maybe you should look at your own driving style then, if you have this many incidents

NO, because i don't want to hit a breakdown mechanic or broken down vehicle on the hard shoulder, or be hit by someone pulling onto the hard shoulder with a problem on their vehicle,

No, I'm talking about the situation where someone is about to hit you after you have been forced to brake.
Let me give you an example: I'm driving down a dual carriageway towards a a roundabout. The right lane is stop/start as the roundabout is controlled by traffic lights, but the left lane flows freely as there is a bypass lane.
I'm doing 30 in a 70 as people in the right lane get impatient then pull out without looking. I have an agressive tailgater.
Somebody pulled out in front of me about a car length ahead, so rather than brake I pulled into the hard shoulder and undertook them.
My tailgater drove into the back of the car that pulled out.
Had I not gone into the hard shoulder I would have been squished between the pair of them. Instead I was laughing my !!!! off.
Edit: Of course, if you have a seriously dangerous tailgater, really really want rid of them, can't get them to overtake and there's no laybys, hazards on and coasting into the hard shoulder does work as a measure of last resort. It's just stretching the definition of "emergency" a bit.0 -

Defensive driving courses advise you to slow down when being tail gated.
Another trick if they get very close is to flash your rear fog lights off and on (if the have a pair of lights) as they often mistake these for brake lights and back off. A more dangerous way of scaring them is to slow down using gears/handbrake as then your brake lights dont come on, this worries them because they think they are not working so they back off.IT Consultant in the utilities industry specialising in the retail electricity market.
